Performance Budget Modeling

Challenge
A large DoD agency required the ability to develop its Operations and Maintenance budget using a Performance Budget Model. By doing so, it would be able to better identify its budgetary requirements, provide more detailed insight into those requirements, and evaluate the program impact when funding was less than requested. EOS was awarded the contract to develop this Performance Pricing Model and complete VV&A within one year.

Solution
EOS designed and built a Performance Budget Model that defines the budget requirements to the lowest level; integrates all budget requirements (maintenance, quality evaluation, and logistics) to account for the entire program; determines the optimal requirements to be funded and program impact when funding is less than 100%; and provides the resultant cost versus readiness for that program. This model was built in a modular design to support "what if" drills for potential cost cuts to determine the resultant impact and readiness levels from one to an aggregate of programs. This model is Web-based to allow for access across the globe and uses a relational database which provides the added benefit of greater cost analyses. This system underwent a stringent VV&A process, including a review by Johns Hopkins APL that enabled us to receive final system accreditation. The model is currently in production and in use for 45 naval aviation ordnance programs.



Multi-Media Surveillance System

Challenge
A large DoD agency requires the ability to integrate all surveillance video, audio and sensors, across multiple geographically dispersed locations, into a single IP-based system so that information and operations are controlled at the local location but can be viewed securely from any Internet device. EOS was awarded a contract to provide a pilot system linking 5 separate sites and a follow-on to incorporate 14 additional sites.

Solution
EOS designed and built a solution that was flexible, scalable, and secure which provides this enhanced security capability. EOS is in the process of adding the remaining covered sites. This system enables the customer to monitor security information and share it securely over the Internet based on user-based permissions.

Case Management/Document Storage System

Challenge
A large DoD agency had responsibility to coordinate between and among a wide variety of agencies and nations. The diversity of the information and sheer volume turned very capable analysts into clerks and did not allow the full spectrum of capabilities to be used to accomplish the primary mission areas.

Solution
EOS designed and is currently developing a complex modular case/workflow management system using a Web-based Oracle 9i database with Java components. This system electronically archives cumbersome paper files, expedites workflow requirements, and enhances intelligence and operational analysis.

Web Unclassified/Classified Electronic Library

Challenge
A Navy customer had the requirement to maintain and make available massive amounts of data. The data was only required periodically, but when it was needed it was needed immediately. Further, this was a legacy system with decreasing funding levels, so a method had to be found to make information available more efficiently and with fewer people.

Solution
EOS built an electronic library that captured and eased retrieval of 20 years' worth of technical and programmatic data. To enable worldwide access to this data, EOS developed a Web-based system using ColdFusion and an Oracle 8i database. Using existing licenses, this low-cost development effort saved the Navy significant dollars and resulted in improved weapon configurations and logistics management.

Law Enforcement Case Management System Application

Challenge
A Federal law enforcement agency had the requirement to centralize data from some 135 geographically dispersed sites. The solution would use law enforcement and case data more effectively, and better support the mission. The contract to perform this effort was competitively awarded to a large business which did not meet critical delivery milestones.

Solution
EOS was brought in as a subcontractor and reevaluated the system design to ensure that requirements were properly addressed. Overall, architecture issues were evaluated to ensure functionality and usability of the system. Specifically, EOS recommended that a Web-based system be built vice the client server system specified. The Government chose to go forward with the original architecture and EOS was tasked to build the client server system. EOS delivered and demonstrated a complex, yet fully functional law enforcement case management system using a Microsoft SQL2000 database and an application written in Visual Basic. This system expedites workflow requirements, thereby enhancing case processing.
